Location? I have the stainless steel rear section from an XS 650 rear fender AND a pillion seat off a Rebel that you can have for the cost of shipping, lower 48 only. You'll need to fab up some under fender mounts/struts from 1/8" steel flat bar, drilled to bolt to the frame.
Congrats by the way, irreversibly modifying a motorcycle frame takes guts. Keep at it, what you have there looks fine, and mounting passenger accommodations, even with a cut frame, just takes some tinkering.
Worst case, make it a rigid frame and add a full rear fender, with traditional bracing. $25 for a set of shackle plates at the auto parts store, enlarge 2 holes per to 9/16" inner diameter, bolt them on. Been there, done that before, works fine.
