Sounds like you have the engine in the right place. If the timing marks line up and you can wiggle both rocker arms that confirms it.

my opinion, and you might get some disagreement about this from others. If you measure the clearance, and all four valves fall somewhere within the specified range, I'd leave them alone, even if all four are not exactly the same. That's why it's a range and not a single number.
