Easiest way is to pick it.  Last gasp is to drill it.

There are some instructions on the web, but basically apply a little torque to the cylinder and stroke the pins with a wire and it'll pop open.

drilling it is not easy cause of the style of pins.  So I'd rather take it to a locksmith if you can't getrdone.

I am not sure I understand the question.

Is your cap still working....and you want to take the lock out and change it?  Or you want to make it so that it does not need a key?  Or the cap is locked (and stuck) in the fuel tank?

You got a CAP without a key.  That would lead me to believe it's separate from the rest of your bike?  Do you still have your old cap?  It's been a bit since I took my gas cap apart...  Pretty sure you could swap the cylinder from your old cap to your "new" one if my assumptions are correct.

Why did you get another gas cap?

I guess that means I'm no good anymore; I've got 4 more cylinders! '08 Yamaha FJR1300 and still '01 Savage

Turn the capover & take it apart. You can remove the lock guts & make it workon any key blank that slides in,

If I weren't worried about crewing it up,.. I'd do that to mine...
Then, rig a sorta' key blank/knob to it... I hate locking caps...

1st step remove the bottom cap.2nd. remove the washer and o-ring
3rd push in the spring tumbler and the cyl will slid out the top you
can recode or just pull out the tumblers and then you can use any key
just remember not to remove the very bottom tumbler thats the one
that hold it in.4th.push in the spring tumbler and slide it back in.

IF youvehad issues with it spitting gas after a fillup, now is when to address that. You can shim the rubber a little, using a thin piece of plastic. Takes some pretty careful cutting, but the rubber is your template.
Also, you otta look at the lip on the tank. If its not flat, then stuff something in thetank & keep stuff from falling in. Use a sanding block & dress that surface. I did these things & it made a big difference.,
