Definitely not a photoshop. It's the Alligator A-6 built by Dan Gurney. Here's an article about it from 2009:

Powered by a high compression Honda thumper. Since then, it's increased to a 710cc engine. Seems like it should be kinda sporty.

The seating position doesn't look as bad as I thought it would be. I suppose the idea is to get your body out of the wind to improve the aerodyhamics. It would make a lot of sense to do this with the 50cc scooters.....they need all the help they can get with such low power available.
