Help rear shock top nut broke

Just got some nice new 11.5" progressive shocks & while taking off 1 of the top nut that retain the shock the bolt broke off in the nut UGH! (the previous owner had a strap break while trailerin & damaged quite a bit ground down shock & may have weaken or broke bolt?). Bolt looks like part of frame so not sure if it can be replaced or thinking of having guy that welded on smaller muffler weld the bolt back on (w/nut still on it LOL). Wondering if any have had this problem, if my idea would be safe(not break again later Shocked

) & if it could be welded w/o damaging the new shock/grommet/etc (since the nut is still on the broken bolt)? Heres pix of the damaged stock shock & broken bolt in the nut on the new shock on bike, thanx for any imput or ideas!
