If it was a problem with the petcock he would not be able to rev high in neutral either. Can you do that?

Idling or revving the engine while standing still takes very little fuel. It is possible that the petcock is not providing a good fuel flow when the bike is under a load and the engine vacuum is low. When you put a sustained load on the engine and start to use fuel.....it can empty the float bowl if the petock is not flowing well.

Mine would cut out and be hard to start. I tried prime and it works. Got Raptor to replace stock one.

When did they start putting these vacuum driven petcocks on motorcycles, I have been out of riding for a long time and my last motorcycle was a 1988 Nighthawk 750 and it didn't have one of these failures waiting to happen petcocks.

I used a 1972 Suzuki GT550 tank on my Cafe' conversion.....and it had a vacuum operated petcock on the tank. I looked at the parts list for the 1968 T500 Suzuki.....and it uses a vacuum operated petcock.
The problems with the vacuum petcock on the Savage seems to be related to 2 seperate issues:
1) Making changes to the engine that decrease the vacuum, incease horsepower combined with running at high speeds - This causes the vacuum petcock to provide too low of flow for the operating conditions.
2) Problems with the diaphragm deteriorating prematurely. It is a common (but not universal) belief that the ethanol mixed into the fuel is a contributing factor. Additives dumped in the gas tank, method of seasonal storage, and environment could al be contributing factors.

Savage still tops out at 45

So I've tried plugging my vacuum hose from the petcock and the hole on the carb and that didn't work I still can't get my 87 savage over 45 any other ideas

You haven't told us if this problem recently occurred.....or is this something the bike has always done since you owned it? We don't know how long you have owned this bike.
You haven't yet told us if you have the stock air cleaner or not.
Did you set your petock to PRIME after you plugged the vacuum hose and capped the carb nipple?
How long does it take to fill an 8 oz cup with gasoline from your fuel hose if you disconnect it from the carb?
