Maybe a carb issue still or someone mentioned timing but this is my first bike so i'm not really sure what to look for at all but I'd like to avoid paying a mechanic out the A if possible

What about it? it pours fuel freely to the fuel line and  i have tge other line coming from the carb to the other opening on the petcock i believe that's where it goes but connected or not i still only get 45 mph

This is a vacuum petcock... it does more than allow fuel to flow...
It sucks... literally... it uses engine vacuum to open the flow...
When this goes bad,.. it sucks air and leaks fuel...
This causes all sorts of problems...

That is why, it's our first check in any fuel/running problem...
It must be ruled out 100%, before testing anything else....

A stock Savage should easily go well past 80,.. and be pushing 90mph before petering out...
...45,... is a moped...

I'm going to plug them and see what happens but can you explain exactly what that does? And i only way 160 so this bike should have no problems doing 90 with me on it

When the diaphragm in the stock petcock fails, it can allow fuel and air to enter the engine through the vacuum line that attaches to the inlet tract on the right side of the carb.....which will negatively affect how the engine runs.  It is also possible that the failed diaphragm can prevent proper fuel flow to the carb through the fuel line that attaches to the left side of the carb.....which will negatively affect how the engine runs.  By disconnecting and plugging the vacuum line, and turning the petcock to "PRIME" - you are bypassing the vacuum operated feature of the petcock.  If the petcock circuit is not plugged with crud from the fuel tank, this test should allow you to have a normal fuel flow.

The test is not a permanent fix however.....as you will not have any reserve feature and can run out of gas.

Also what type of air cleaner are you running, some of the pod/cone filters block a vent port on the carb intake.
