There may not be a single answer to any situation ...
In a lot of cases like detroit, the state can bury the city. It happens a lot around my town. The better and more lucrative and higher $$$ subdivisions get annexed by the city of charlotte, a few years ago, one little subdivision actually went to the city of mint hill with a petetion to request being annexed cos they were afraid charlotte was going to annex them. We have cities jumping across county lines to annex property ... Anyway corruption is corruption ... not specific to any political party .. .and no, cutting the govt will not reduce corruption, it would in fact increase it as a percentage of the total spending. Smaller govt is more wasteful govt ... smarter governemt exists only in RMoney's imagination ... anyway corruption is corruption.

Repubs don't defund education, they defund the unions that divert education dollars to themselves with a kickback going to liberal election campaigns. All of this is rooted in social marxism to bring down our society and convert the country into dictatorship. Not the stated goal but the result none the less.
