Any way to move carb closer to engine?

I ran into a problem on my bike where I can't access the bolts that I use to attach the ryca seatpan and tank. Since I'm using a different tank, I have to put the bolts through the frame through the bottom, then have a nut I tightened down. Normally on the ryca, you bolt it down from the too and it screws into the frame.

I have a problem where the air filter is so close to the frame that I don't have room to put the bolts up through the frame.

Is there any way you can mount the carb closer to the engine? Maybe a shorter part between the carb/engine?
Or if I can find an even shorter air filter that may give me the clearance.

In my picture you can see the hole where the bolt goes and how little room there is.

How about install those bolts first and then installing the air filter?

I ended up trimming off some of the Ryca battery box to give me enough room to get the air filter on. Its actually not one all the way, it could use some more room above it, but its on there.

Everything is very tight though...the filter is resting on the battery box/bolts that hold the seat/tank together.

Custom bikes sometimes need a custom approach.....as you are finding out.

To get as much air cleaner room as possible on my bike, I went with a much smaller EarthX battery, and it made more room for the air cleaner.  I was able to use a 4" diam x 10" long foam filter on the back of the carb, and I am reasonably sure the filter is able to flow a lot of air if I need it.
