Looks like the bore was off. Take to a different machine shop and have them mic it. Then take it to a second one and have them mic it as well. If the results from both are too tight for the piston/ring combo you installed, you need to have a chat with the shop that did the initial bore and hone for you.

A piston scuffing that hard is usually a sign of faulty machining. If the bore had been done correctly, the rings would have held the piston away from the walls.

That actually looks a bit loose... my initial post still stands, have it mic'd against the spec you should have received with the new piston and rings. A bad bore and hone is still a bad bore and hone, if the machine shop screwed up, they owe you a new cylinder, piston and rings.

If it is within the bore/hone spec range, you're most likely gonna have to eat the cost.

When I got my cylinder head bored I sent the piston with the head. The place that did the job asked for the piston as well as the cylinder. Did you do the same?
