990A0-75029 luggage rack fitment

(990A0-75029)  will this fit only 2005 and up?   The package says fits ls650 and s40 but the dealer said it wont fit anything below 2004. I thought there were no changes other than the name and handlebars to these bikes? Huh

I have a similar problem.

1988 Savage EU model) with OEM siderails and sissybar, fitted side bag rails and all was OK,
now that I bought a "specific" luggage rack off eBay the holes don't align...

Drill siderails, remove siderails or ditch rack ?
