Does the savage need bars to stop bags from rubbing on the tires?

When I bought my '04 Savage it had Willie & Max saddlebags
on it. I don't care for saddlebags and removed them, they had no
supports and it looked like they had been on for several years.
The bike suffered no damage from the bags, so I guess the supports
are optional.

I would say it all depends on how well you secure the bags without any support brackets.  I had mine on without support and they probably would have been fine, but I decided to make the brackets for the added piece of mind.  I didn't want to be going down the highway when the bag caught my tire and caused a blow out or something.  in a car it is just the cost of replacing a tire.  On a motorcycle it can be serious.

Rigid and semi-rigid (hard back panel) bags can be used without. Standard bags should have the hold off stanchions. They aren't necessary, but it only takes once to show you why the manufacturers want you to run them.
