Pescatori is right, these are countries that are new to the motor vehicle in general. They will improve their skills over a few generations.

That's exactly how it is back in Colombia.
Literally anybody can get a scooter. As long as you can put a cent down you're riding a scooter off the lot.

That's why there is so many of them. People who can't afford cars buy scooters. You see some crazy things. Like families of four riding a scooter.  Red light running.

The guy stopped at the intersection who gets boned big time from the rear (in the rain) is a perfect example as to why you never quit looking behind you while stopped. I ride in the rain to work, and I'm first off the ferry. Often I get stopped at a light and the cagers catch up to me as they hurry to work....I constantly flash my brake light, and have it in gear until I know for certain they see me and will stop. Those accidents have lasting effects... deer and fool drivers, they will get me if I relax my guard
