They don't look like RYCA rearsets to me. RYCA's have oval slots instead of round holes, and RYCA rearsets have the toe pedal sticking out as far as the peg - while these appear to be inset farther.

This is from the Barcelona Harley Days fest in Spain. Its totally custom. I'm pretty sure this guy never heard of RYCA.

Other than the glaringly obvious lack of a steering stabilizer/damper (think early Honda CB/CL) that is a really nicely done custom. Had to look twice to make sure it was a Savage, without the cheap head cover tins it doesn't just jump out and scream "I used to be a Savage". If the air/oil cooler kit from Germany is still out there and he strapped one on there... and a nice steering stabilizer...
