I will pay retail for a good tool if I don't have one and need it now, otherwise will wait for a sale or by it used if I find one.  I do buy a few items from Northern or Harbor Freight if it is only needed occasionally and/or does not need to be nearly indestructable.
I like lifetime warranties.
Bike/car parts need to be good stuff.  Physical safety is something I insist on.
In the past couple of years I spent retail for an Imac, Bose speaker system and flatscreen TV; the first time in a lot of years I've done so.
They were gifts to self.  I figured I deserved it for once.
I buy quality coffee and don't mind paying more for it.  Cost/pot is just not that much for a few scoops so why not get the good tasting stuff.
I buy meat at the base commissary; it costs less than in a local store and I like good lean meat.
I buy quality clothes from good stores when on clearance sales...75-90% off.
I shop ebay for parts for myself mostly and don't mind waiting months for the right item at the right price ... 90% off is my goal.

When I do splurge a little it is almost always on my grandkids
