Carburator help

HELP! I have a LS650, i was doing a carburator jet mod and when i disassembled the upper carb (vacuum side) i didn't notice how the brass bracket was screwed in in the bottom of the gasket, should the holes be normally open or closed, you can orient the brass disc either way.
