It's called "bosozoku" and it's pretty common. They do some really wild stuff to their cars as well. The best part about it? ALLL of it has to come off and the bike returned to stock every time they get it inspected.

*edit* And pink paint in Japan is as common as black paint here. It's considered masculine to paint your vehicles pink.
