If you are missing the pillion handles, I am surprised. These rails provide the strength for the rear fender area for the pillion and rear fender area. The frame does not extend to the pillion area and relies on these handles.
Best bet would be a salvage dealer (breakers) or E-bay.
Saddlebag guards are an accessory item by Suzuki. They mount to the underside of the fender, using the bolts that fasten the pillion handles.
