Actually, it may have an affect, as the packet transfers may be rerouted substantially more than usual.

This does not mean it's not possible that it could be a contributing factor, but in all likely hood it's not.  Most of the internet traffic goes over fiber lines that are located in ground that is deep enough that the outside temps aren't a factor. Also at the data centers where the servers are actually located at, they are not only battery backed for all the communications for the data, servers and also the HVAC systems, they are also backed by generators.  My guess is that your ISP is having issues with their own systems. Most of the time when everything is slow for you, it's your ISP or your modem.  If it's just random sites, then it's router issues down range somewhere between you and the server you are trying to reach.
