Question here,

I know the rear fender isn't designed to support weight, but what I was wondering is since I have a Corbin seat and it only mounts via the mid bracket and the front tab, plus the seat pan itself is much stiffer then the stock plastic one. If I was to remove the rear rails and sissy bar would I be o.k. to sill have the occasional passenger on the bike? I'm trying to clean up the back end of the bike some and make it more me.

If they really wanted to add strength to the fender, it would attach to the frame, and more bolts. I think they're termed as grab rails... but I wouldn't.
