I just bought some risers for 1" bars for $30 fresh off a Vulcan 900.
I want to purchase Biltwell's Keystone or Frisco Bars.
My risers are 2" from bottom to center line or 1 1/2" from bottom to bottom of bars.
Will I need to buy longer cables with these 2" risers and Frisco bars or will stock do? I have an 2007 S40.

I have the Frisco bars on my '07. My risers are the stock risers for the buckhorn bars, and they have about 1/1/2 " rise, compared to your 2". The throttle cable is stock. You will need a longer brake line, probably, and maybe a longer clutch cable too. The brake and clutch cables from a Savage will fit, as they are about 4" longer. The stock electric cables are fine.

If your S40 has the Flat Bars AKA drag bars then you will need the longer cables, or cables from the older LS650 designated Savage with the Buckhorn bars. That is what he was implying.

Well I can say defiantly my 96 has the Buckhorn bars on it so those would work for you.

You won't need the throttle cable, but you might need a clutch cable.

Clutch cable 15.95 on ebay.
I think I'm just going to go with Keystones and call it day.
