The "Inserts" are a female threaded hunk of stuff that are "Inserted" into the end of the core, so the bolts that hold the Disks can be mounted.

You Can solve that problem by having a piece of plate cut to fit & welded in, drilled & tapped. SS would of course be expensive, plain Ol steel,, not so expensive.

The more disks, the lower the restriction., stock TRapps come with 8, packs of 6 are sold, different cap styles are out there.

You need the stainless screws.  I believe they are 10-24 screws and they need to be a minimum of 1-1/4".  Here is a link to some on eBay that seem a bit pricey - you should be able to find something at a good hardware store:

Here is the complete muffler kit that claims it is 4' discs.....they actually measure about 3.25" bolt circle and a bit less than 3-3/4" OD on mine.

If you search around you may be able to find a seller that can send you all the parts and combine shipping.  Below is a picture of what the core will look like when taken out.  This one was taken out to put new fiberglass packing on.....from the looks of yours it is probably ready to have the fiberglass replaced as well:

I stopped by the Home Depot and got 10-24x1.5" stainless allen head screws for $ 1.21 in a 2 pack.  You can get all 6 screws for less than 4 bucks.....and they are plenty long enough for about 10 discs.

Being tunable, given that the owner is a capable tuner, & has access to a dyno, the TRapp should be the best choice for max power out of any bike.
A good & determined tuner with access to a dyno could tune a bike to give the best power or for a given MPG out.
Its not necessary to make them super free flowing to use them to achieve a desired goal,.Few people want to use them for anything other than power, tho,
