Cleaning cooling fins/engine for paint

What's the best way to go about cleaning the cooling fins on the engine and the rest of the engine case? I want to clean some of the dirt/road debris and possibly paint the engine black.
Should I use a degreaser and a wire scrub brush? Should I be worried about damaging the fins? Any other areas of concern? Besides the obvious possibility of water damage.

I use a chem resistant plastic wire brush and some heavy duty chemical based cleaner. Its more like carb cleaner than anything else. It works well, then Ill follow with a water wash with like a car wash mix.
I try to stay away from anything too caustic as it will leave the aluminum cloudy once it dries. Some water based cleaners that have a bit of caustic solution in them will do that.

Oh yea, as far as water damage, you really only need to worry about water getting in the breather on top, the carb and least of all the tailpipe as far as the motor itself. I would consider removing the battery if your going to really go at it.
