Flashing Strobe in headlight?

I have seen some Euro headlights that have a small bulb in the headlight in addition to the large bulb.  I believe it is probably intended to be a parking light or something similar.

I am thinking about the possibility of using one of these headlights and installing a single stobe bulb in place of the small bulb.  I could then install a flashing white strobe for daytime use.  The effect would be very similar to the white flashing lights that bicycle riders are using to draw attention to them when riding along the road. I would want a flash rate that would not be too fast and be confused with an emergency or safety vehicle - something that would flash every few seconds so that people would not turn or pull out in front of me.

Anyone know of a good stobe system....or if this would be legal?

Loud pipes save lives.
I don't think they're legal at all, stateside, and most people aren't looking to begin with let alone them seeing a flashing light.

I have a headlight modulator and have received several comments on how visible and attention-getting it is.
And a couple who thought there was something wrong with the electrics on the bike. Grin
