S40 and Savage are simply marketing names, both are model LS650.

As far as I know bag brackets are either a factory option or purchased as an aftermarket add-on that you buy in addition to the bags. Not all bag manufacturers offer then but suppliers like J & P or J C Whitney sell them. Most are "bike specific" but I have seen "universal" bracket kits.

The brackets are different between the S40 and the Savage. Their mounting points are not the same.

IIRC (this going back 2~ years from messing around with the differences between the S40 and Savage sissbar setup):
The S40 brackets mount via one of the front bolts that hold the side rail in place as well as the mid bolt for the side rail. The Savage mounts via one of the front bolts and the rear bolt where the sissybar rail attaches.

If you have a sissybar setup on your S40, you should be fine to get either set and it should work. But if you have the stock S40 flat rails, you would want to get the set for the S40.

And no - when you order the brackets, they do not come with any bags... Unless you get a package deal from the dealer.

I ran the Suzuki bags for a very short period of time. They looked nice on the bike, but they didn't fit nearly enough stuff. It was crowded with 2 bottles of water.

As far as the S40 brackets on the Savage.... Hmmm, I can't remember. See the pictures below of where the back of the bracket mounts in relation to the fender/rail... Is there a bolt there on the sissybar rail? I want to say that is not, but again it's been a few years since I dealt with this.
