I don't believe you need to wash the tank out - just drain it and let it air out for a couple of days.  Set it where there is a breeze and some sun - I have an old aqarium pump and I put the hose in the tank and let it run to get air circulation through the tank.  I would avoid putting any kind of water in the tank if you don't need to.
