Nope.....it is a structure. Our Zoning Code defines an accessory structure as anything that: Serves the Principal use, contributes to the comfort, convenience or necessity of the occupants of the principal use, is located on the same lot, and is of a size such that the projected area in any vertical plane is greater than 15 square feet or has a total area greater than 36 square feet. If it is greater than 100 square feet in area......it has to be constructed in compliance with the State Building Code.
