My '98 has one but it's not black. The O-ring can get past it too.

If it doesn't make the motorcycle GO or STEER, it is not necessary. (Making the motorcycle STOP is optional).

Most motorcycle problems are caused by the nut between the seat and the handlebars. Make sure yours isn't too tight or too loose.
