that lever should be going up.
you got your spring on backwards.

if you turn it up easy, then it's on the exhaust stroke and you'll won't need to operate your lever.


I should have written, "I can already turn the short lever (the one that's down on the engine) by hand."  But I was posting from my phone and trying to keep things short. Wink
