Ohhh. I got it. Now the rubber sealant between the tube and the rim makes sense...the spokes go through the rim...

The rim strip (or, alternatively, two or three wraps of duct tape) serves merely to protect the tube from rubbing damage that could potentially be caused by the spoke nipples. It's not there to hold air in....that's the tube's job.
Clear as mud?

The spokes & spoke nipples rub on the tubr, so they put that rubber thing in there to protect the tube,
