Is it wrong or is it unethical to buy another not running clean VIN bike and move parts over?

no real reason for the question, just wondering.

Not in my opinion... no different than rebuilding a hot rod from salvages parts.  Wink

The only part other than the frame that's seriallized is the engine.
when changing that out, you're supposed to report it to the DMV.
otherwise, why would it be? no different that replacing parts 1 at a time due to failure of the particular part.
