Yes, you need to put a little "slam" into it because there's a bushing wedged into a groove at the top of the fork bottom, underneath the seal. That bushing will also need to be re-seated all the way into the groove before the seals will ever seat properly. that's why a reinstallation "tool" is necessary -- like a section of PVC pipe with an inside diameter just large enough to slide on the the fork tubes. Smack the PVC down onto the bushing until it's flush with the top of the groove, then install the washers, seals, clips and wipers.
