Help Identifying part - No clutch after re-assembl

Can anyone help me identify this part? It fell out onto the floor sometime during the tear down of my engine. I tore the engine down to replace a broken valve. Upon reassembly, I notice that the clutch arm on the right side cover doesn't have any tension. I didn't do any clutch work. I would appreciate any thoughts.

The rod is for the clutch, goes in the center.

Thanks, I'll re-open the right side cover and hopefully get the clutch working.
