Not sure that is always true.  The paint I bought for my Green 2000 Savage was a very good match.  I've purchased the stuff at 2 separate times and painted both fenders.  Very good match.
I imagine that mismatches occur sometimes.  Especially when matching certain colors that may fade with time, etc.  But for me they did well.
The paint is a good quality and the spray pattern is consistent too (for rattle can paint).

I have to admit, Ive bought rattle cans from the same manufacturer at different times & at different stores & the results were the same..

crappy,, cuz I Kaint Paint!

Reds, oranges and blues are hard to match, most fade prone. Pearls and metallics can be tricky. Bomb cans can go "off" just sitting on the shelf waiting to be used.

Neighbor in Washington would buy the half-pint or pint cans, they worked well for him.

Riding buddy of mine ordered 99 VN1500 Drifter burgundy and it wasn't even close.
