If you still want to pursue cheap belts check this one out on Ebay, 14mm, 133 teeth, both correct, one and a half inches wide.  Now since its' pitch is in metric why not the width.  1 1/2 inches is only about 1/16 of an inch away from the nominal 40mm width for the Savage.  Makes me wonder if the vendor on Ebay measured it very closely.  I think I'll ask if he can measure the width again.
