His reasoning is not completely wrong...
Let's say he's only 90% dumb... letting air out of the tires will increase rubber contact with the road - so he was led to think the car would grip the asphalt better and not be washed away.

On the other hand, the car's weights will not change, so more rubber on the road means less tire pressure per square inch - the car will wash away faster...

Last, letting air out of the tires will actually lower the car a little bit, so that the car will provide more resistance to the water earlier - and be washed away anyway... Undecided
