Justin, I did not even find the water treatment thing when I yahooed. Absolutely nothing on the model number. Like I said, I contacted the company and have not heard anything back. So, I have two perfectly good, somethings, as far as I know.

When you tested the output and confirmed the 16V, did you have your voltmeter on AC or DC? Your voltmeter should tell you what kind of current is there by either the switch setting or display. It is possible the manufacturer made a typo on the charger.
If you find out it is indeed DC output, but are still uncertain about what amperage the charger puts out as the battery gets full, you could always hook it up to a timer (a'la Digger's setup) as an extra precaution against overheating.

We are all thinking "battery charger" but it is probably just a low voltage power supply for something that runs on low ac voltage,....... usually done for saftey reasons such an outdoor wet or underground invironments. Or what about the kids electric train track ?

It is a transformer that plugs directly into the wall, maybe seven foot of cord with a two inch square black box and then eight inches of pigtail coming out. It has a connector, like two barrel connectors fixed togther, one black one red. Black is negative, red is positive (checked with my meter).

As long as it's DC current you can use it for electroplating metal or electrolytic derusting.
