The engine will rev higher when you engage a lower gear,.. it's supposed too...

When testing the petcock on prime, you must also block the vacuum taps on both the carb and petcock...

I meant it reved when the clutch came in, when I let it back out ...putt putt putt putt...... So Im putting along, pull in the clutch and it sounds like its rapping out.  Let the clutch back out and its back to puttering.  Could it be something electrical?  Here is the whole senario of probs I've had lately.

1) Rough idling, and dies at stop signs, etc
2) One day when I went to start it, nothing. Not a cough, wheeze, nothing.  The lights came on, but no response to the starter.
3) hubby took off the seat, looked it over and put the seat back on. fired right up. (the bike, not my ol man, lol)
4) seems to shift fine, but it drops speed (big time) going uphill.  Would take prolly a couple of miles with the throttle cranked wide open on a straight away to get it up to 55 mph.  At "top speed" in 5th, if I let off the throttle and pull in the clutch then it goes from puttering to reving really high.  Even when it is losing speed, the engine never does that lugging thing like when you're going too slow for the gear you are in.  Very slugging response to the throttle in general.

looks to me that we a little more info on your bike.
what year?
how many miles?
what work has been done on it lately?

off the top of me head...
racing engine during shifts... I get that problem when I've left the choke on.
Wouldn't start, then took off tank and put back on then started, loose connector under tank or pinched and shorted wire.  Take the tank back off and inspect every wire closely, check the insulation for burns, check wobbly overheated wires, check for wires stuck together, check any wire contacting an edge of anything.  might just be a loose connector, but one of those will ruin your whole day.  You can look for them in a nice comfy garage, or by the side of a hot desolate road, your choice.

Its a '99.  As for milage, well thats an interesting question.  The odometer says 22,000 but the engine in it only has about 8,000 miles on it.  

I had the oil changed and it gone over by a mechanic this past spring, but nothing done to it since then.

I can only guess it's a carb issue.

Clean the carb.

And look for intake leaks.
