You can use 11/16 or bigger.  Just get 2 matching sockets with 3/8" drive.
The bolt retaining the stock handlebar clamps is slightly larger than 3/8".
I replaced those with 3/8 bolts as they fit inside the sockets w/o mod.
to figure out the new length, take the socket and one bolt lay them end to end and that is how long to get the new bolt.  I'd get new self locking nuts and or jam nuts.

Should be able to do a set of drag bars for under 100 anyways.  30 for the bars and 30 for the risers. Check around and go to Harley accessorie stores.(Harley bars are 1" just get the ones without dimples).  The socket risers could look cool to.  Standard socket(1"). Probly end up costing 10-15$.  Deep well(2.5") probly bit more 25-30$.

Make risers to what ever length you want out of aluminum round or square stock by drilling the length and using a long bolt.

Enlarge the image for a good look at the risers.
