Clymers says to install it with the concave side facing outward but in Chapter 5 Fig. 43 It shows that the "proper" way to install it is with the concave side facing inward. Which is it?

If I recall correctly... and I wish I could give you a picture...
There's a machined inside diameter and a machined outside diameter with a ledge immediately adjacent. The corner of the wave washer should nest in each one. Otherwise the corner would be locking the movable ledge against the fixed diameter.

I took a chance and went by the picture in fig 43 and it worked beautifully.
