Scratchy and Squeaky when wet...(belt?)

So it has been raining for almost 2 weeks straight here in Eugene, OR.
Last week it was nice for a day and went riding two up.
The next day it started raining again and along with the rain came a noise...

A scratchy and squeaky sound from the front "pully" of the belt, next to my left foot peg and shifter peg.

The noise has timing, like only at certain intervals.

Then yesterday was clear and 75. When I rode her the sound was GONE. (dry I assume)

After my 80 mile ride I got home and sprayed her down and wiped of the bugs and dirt.
Went out to meet a friend later and the NOISE IS BACK!
Friend was about 14 miles round trip and about 6 on the highway...had her up to 80.   Noise was still there when I got home. Even off and pushing in Neutral she had the "timed scratchy squeak."

Sound is louder in lower gears 1,2,3 and when letting off the throttle.

I plan on taking the front belt housing off today to take a look.
Any  suggestions on what to be on the lookout for?
What could cause this....? it's very annoying.

yup, it happens.

Check rear wheel alignment and belt's tension and
get a can of that kevlar-belt spray conditioner thing.

Your choices are automotive, industrial or that one made
for those "1950's technology at 2010 prices" motorcycles,
they all work fine. Some ppl also apply plain-hard bees wax
on the inside of belt and that seems to work too, good luck.
 
* did you by any chance remove the front belt guard and
put it back together wrong maybe? (cause those 3 screws
are NOT all the same size), the front pulley could be hitting
the guard but doubt it, i think your belt is just dry and/or dirty.

Very common, and normal... many fixes, effectiveness varies...
