That is a little different design than I have seen before. But one-wheel vehicles aren't too unusual. Consider the unicycle so beloved of circus acts.

Some years back when we lived in town and had cable TV, the Discovery Channel ran a series called "Junkyard Wars." One of the challenges was to assemble a powered one-wheel vehicle, with a large wheel so arranged that the driver and power plant were inside the wheel. It turns out steering and balance are not too serious a problem, but braking and acceleration cause difficulties.

Depends if he was democrat or republican.

if he was republican, he was trying to bilk money out of thousands of investors for developing this worthless junk.

if he was democrat, he was trying to bilk money from the government to develop this worthless junk.

but I think he was independent, which means he was just deluded and had nothing better to do.
