i read a post on here about a really cool bike a guy dressed up with a trailer fender. does anyone know what dimensions the dimensions of that fender was. this seems like an awesome 15-20 alternative to a super expensive bobber fender.

Check REX for one, there are others also.  This trailor fender came off the shelf from a NorthernTool Store.
They did have a fender of the same width and bend but one shorter and one longer; I kind of think I might prefer the longer for added strength.  We shall see... maybe maybe not.
The cost was about $20 +/-

most all of the 15" and 16" wheels Ive seen are the same diameter when you measure the mounted tire.  I have a 16" rear mag wheel from a GS550/650 and the tire is a 130/90-16 and it measures almost identical to the mounted 140/80-15 on a stock rear rim.
So either way, you've got the same height wheel to deal with.

I carried my tire in with me and laid the fenders over it to see which one I wanted.   You've gotta see it to know what will look best to you.

Keep in mind that I have 12.5" shocks on there and so it sits high until I sit down.  I am down to 190 lbs now so that helps a little, but it still goes down noticably when sitting and looks very much different.

Hey i'm not sure if you were looking at my bike or not, but i could sell you a trailer fender all cut and and drilled and painted, ready to be bolted on. I'll even throw in longer top bolts so that you can add spacer to set the fender distance from the tire. let me know if you're interested. I'm not really sure what wheel size it was for though...

Here's my handy work: cut out for the belt and holes for mounting and places to attach the heat sink and other do-hicky underneath.

Here it is with stock size tire and no spacers:

and here it is with oversized tire AND spacers:
