Removing sissy bar?

I want to remove the sissy bar on my 97 Savage, but the bolts are such a place as that I can't access them easily. What tool is best for the job?
I tried a wrench but couldn't get enough space to turn it.

I'd take the side rails off too if you're having trouble.
3 bolts each side and the signal wires.
