I took a ride today, mainly to prove there ain't no such thing as "the last ride of the season", and it was chilly for sure. So not wanting to go hi speed, I stayed in town here where there are some mity steep hills about 2 blocks long in residental areas. As I decelerated down these hills, I did not believe how loud some backfires are,...seemingly worse in this colder weather. They even scare me, and I expect them to happen  
I'm sure that this can be illegal, but I just wondered if anyone has ever been stopped and/or cited for this ?

Really,....I think its kinda neat, but at the same time I realize it could be a little inconsiderate for others.
