I have been told that a gas tank from 02 or 03 Savage will swap out with a 98 savage, anyone know if this it true?

I'm pretty sure they are all the same. The californian version has an extra vent hole but apart from that the only change has been to the badging not to the tank body (clear coated stickers on the early ones and stuck-on badges on the later models)
If I'm wrong I'm sure someone much more knowlegeable will be along in a 'mo

According to the Suzuki service manual 87-88 = 2 51 gal. & 95+ = 2.8 gal. or 9.5L & 10.5L. Both show reserve as .66 gal or 2.5L.
Never have figured out whre that extra .3 gal. caame from, unless they made the fill tube shorter on the neweer tanks. I don't have an 87-88 tank to measure from.

Having seem both side by side, I would be hard pressed to say they are different. Maybe they changed the way they calculate the capacity.
