For low prices in Ottawa you generally have to stay away from the dealerships, unless you've got a buddy working at one who will give you a deal.
If you want to buy local get in contact with Jon @ Hybrid Racing, he will also mount tires not bought from him unlike some dealerships. Jon's prices are usually much less than the local dealerships.

JC Whitney out of the US is another option, they have a flat rate shipping charge for tires and UPS isn't involved so the fee when you checkout is the fee you should be paying... most American online sites use UPS or FEDEX which tends to lead to insane US-to-Canada shipping rates...
