Rear end unstable

This is my problem; when cornering the back end of my bike feels kinda loose. It's almost like the tire is siding or tracking off line. I've got new tires and the alignment looks good and there doesn't seem to be any play in the swing arm. Could it be that the rear shocks are faulty? Or am I missing the obvious?
Cheers, Andrew.

Are the shock preloads equal?  A shock leaking?

I think maybe you're right. I did adjust the shocks a while back. I think they're evenly adjusted, but maybe too soft.
Cheers, Andrew.

New tires have a slippery mold release agent on them so they pop out of the tire mold easily.  Put some easy miles on them to wear this stuff off.

I get the bike jacked up and rough them up with a belt sander, let the tire spin.

Thanks to all for the advice....the good and the ridiculous..lol
I did find the problem..thanks Jim... When I adjusted the shocks I should have checked to see if they were set at the same mark. But the way these things are designed, you can't see the steps. So I just assumed they were equal. As it happened, one was on step 4 the other on step 2. Now they're both on step 3 and everything is Hunky Dory. It feels like a different bike.
Thanks again for your input, Andrew.

Sure the steps are visible.  Bend over and look under the chrome cover on the shocks.
