Regulator question

I added a Willie and Max "Hooker" under my saddle to attach bungee cords to. I cut out a square in the velcro to accommodate for the regulator. It still touches it a little bit.  Not knowing too much about electrical I was just wondering if this is o.k. It also covers the wires going to the taillight.

Only thing to worry about is whether this stuff is going to rub a hole in the insulation.
