Clymer doesn't give a clue how to align those teeth, but does say that gear goes on 2nd after the driven gear (big one). then the other gear. I'd take the starter out for now.

With the idler gears 3 teeth offset, the straight tooth gear cant slide past the first one. I did put them in the order the book says, I doesn't seem like it matters. Does anyone have a picture of this gear or know more about how these mesh togheter?
